Montréal, August 20, 2026 – Today, Alto published Canada’s Moment: The Economic Opportunity of High-Speed Rail, a reference document presenting Alto's current analysis of the strategic and economic rationale for high-speed rail in the Toronto–Québec City corridor.

The document explores five core themes: the economic importance of the Toronto–Québec City corridor, the transportation challenges facing the region, international evidence on the benefits of high-speed rail, a preliminary perspective on Alto's proposed service offering, and the project's potential economic benefits and financial considerations. It also provides additional information on the methodologies, assumptions and data sources used throughout the analysis.

Alto explains how the analytical framework supporting the assessment, including ridership forecasting, traveler benefits, economic impact modelling and employment effects. The document outlines how potential benefits such as travel time savings, lower transportation costs, reduced congestion, improved road safety, environmental gains and broader economic impacts were evaluated, drawing on both project-specific analysis and international experience with high-speed rail.

The publication reflects the current state of analysis during the project's development phase and will continue to evolve as engineering, environmental studies and project definition advance. Alto and Cadence continue to refine the project while engaging with Indigenous communities, provinces, municipalities, stakeholders and the public. This work will help inform the development of a complete business case to support future investment decisions.

" Major infrastructure projects deserve informed public discussion. That is why we make information about our work publicly available. This document brings together the analysis completed to date and explains the evidence, methodologies and assumptions behind our assessment of high-speed rail. By making this information more accessible, we hope to support to a fact-based conversation about mobility, connectivity and growth in Canada's largest economic region," said Laurent Therrien, Vice President – Strategy and Development, Alto.

Key facts about Alto

  • The Toronto–Québec City corridor is home to approximately 17 million people and generates more than 40% of Canada’s GDP.
  • The Alto network would connect Toronto, Peterborough, Ottawa, Montréal, Laval, Trois-Rivières and Québec City. A potential station in Kingston is under study.
  • Trains would be designed to operate at speeds of 300 km/h or more.
  • Preliminary forecasts indicate Alto could carry up to 24 million passengers annually by 2055.
  • Alto is expected to increase Canada’s annual GDP by approximately $24.5 billion once fully operational.
  • Benefits to travelers and communities are estimated at up to $49.5 billion over the first 60 years of operation, including travel time savings, lower transportation costs, reduced congestion, improved road safety and environmental benefits. The analysis suggests these benefits remain significant across a wide range of plausible scenarios.
  • The project is expected to support approximately 50,000 jobs during the construction period and more than 5,000 ongoing jobs once in operations.
  • Operating revenues are expected to cover operating and maintenance costs once the network is in service.
  • The preliminary Class 5 capital cost estimate for the full network ranges from $60 billion to $90 billion (in 2024 dollars). This estimate will be refined as project development progresses.
