Procurement

Learn about Alto's procurement process for the construction and operation phases, which will unlock major opportunities for Canadian businesses and workers.

Where are we with Alto's procurement?

Alto is a once-in-a-generation investment that will transform Canada’s transportation network. Spanning close to 1,000 km, the high-speed rail network project will create unprecedented opportunities for Canadian industries. Few infrastructure projects in Canada will have such a large demand for steel, concrete, copper, aluminum, and many other materials.

As Alto’s private partner, Cadence is developing the project and will oversee its construction, operation, and maintenance of the network.

Building on the government's Buy Canadian initiative, Alto will seek to leverage domestic resources by sourcing key components for the future rail network from Canadian suppliers wherever possible. This is why Alto and Cadence have started conversations with industry partners.

The objective of this approach is to share information about the project’s scope, timelines, and requirements so suppliers can prepare in advance.

Maximizing Canadian benefits at every stage

Alto is subject to the Buy Canadian policy.

We want Canadian industries to play a leading role in building the country’s first high-speed rail network from the ground up. This means maximizing opportunities (contracts, jobs, supply chain growth) for Canadian businesses to participate and succeed.

However, we recognize that the scale and technical complexity of the project will require the input of international experts and technologies that are not currently deployed in North America. By engaging early, we can better understand the Canadian industry’s capacity, encourage fair competition, and design procurement processes that will maximize Alto's impact in Canada and leverage international best practices.

This balanced approach will ensure a world-class transportation system that will benefit all Canadians.
