Indigenous consultation What We Heard report on the study corridor
Between October 2025 and June 2026, consultation activities focused on the study corridor, in alignment with established consultation best practices in the context of consultation with Indigenous communities and rights holders.
Consultation has included meetings with leadership and technical representatives, technical briefings, and review of corridor mapping and supporting materials. Communities have provided both written and verbal input reflected in the report.
Feedback has been organized by theme and reflects the range of perspectives and priorities across communities and regions. This input is informing ongoing corridor refinement, including identifying potential impacts and opportunities for collaboration.
Consultation with Indigenous communities is an ongoing process. Alto remains committed to building relationships with Indigenous communities along the corridor and creating space to ensure their perspectives and knowledge inform project planning and design.
Indigenous Engagement in the High Frequency Rail RFP
In 2023, Canada provided a Summary of the Request for Proposals (RFP) for the High Frequency Rail project to Indigenous communities and organizations engaged in the project. The government shared this document to inform Indigenous communities and organizations of the approach planned for the Requests for Proposal and to seek insights and guidance regarding their inclusion in the RFP process.
The What We Heard and What We Are Doing Report summarizes feedback received from Indigenous communities and organizations in response to the RFP Summary. This feedback was considered by the Government of Canada in the development of the final RFP, which was issued to the three shortlisted bidding teams.
Indigenous communities and organizations also had the opportunity to meet with all three bidding teams to share perspectives and recommendations related to participation in the project. More than 90% of potentially impacted Indigenous communities were represented in these meetings.
RFP Information Sessions (2023)
In 2023, Alto, in partnership with Transport Canada and Public Services and Procurement Canada, hosted two information sessions on the Request for Proposals (RFP) process. The sessions were intended to provide background information and respond to questions related to the RFP.
