Who's Involved

The Rapid Train project between Toronto and Québec City involves several stakeholders, at different levels. Here's an overview of who’s involved and what their roles are.

Alto is the Project and Contracting Authority leading the development, implementation, and oversight of the project on behalf of the Government of Canada. As a Crown corporation, Alto is accountable to Parliament through the Minister of Transport. Alto works with the private partner to advance the development of the project and bring the benefits of new passenger rail services to Canadians.

Cadence was selected through a Government of Canada procurement process as the Private Developer Partner (PDP) and works with Alto to advance and optimize the design, engineering, construction, financing, operation and maintenance of the project. Cadence brings expertise and innovative approaches to help deliver the benefits of the Project.

Transport Canada is the lead federal department and designated regulator for the Project under the Canada Transportation Act.

VIA Rail provides advice on the technical and operational aspects of existing passenger railway services.
